
Startup support at a glance: New overview of startup centers and high-tech incubators in Lower Saxony
Ideas are born all over the country – but where exactly can you find the right support to turn an idea into a startup? To help founders and startup advisors see at a glance which contact points are available in Lower Saxony, we have published an overview map and supplementary materials, including a compact two-pager with all the startup centers and high-tech incubators in the state.
A nationwide network for founders
Lower Saxony supports startup founders with a dense, statewide network of funded startup centers and high-tech incubators (HTIs). From artificial intelligence (AI) and green tech to life sciences – this is where tomorrow's innovations are born. The new map makes this network visible at a glance for the first time: with all locations, thematic focuses, and contact options.
Startup centers: Contact points for all phases of a startup.
Startup centers are regional contact points for founders at every stage – from the initial idea to scaling. They offer consulting, coaching, and targeted networking with investors, companies, and the regional economy. Currently, nine centers are active throughout the state, covering a broad range of topics, including AI, digital health, sustainability, mobility, and more. The state of Lower Saxony is funding them with approximately €2.6 million for the years 2026 to 2028.
High-tech incubators: From idea to marketable technology
High-tech incubators support founders in future-oriented technology fields in developing marketable technologies from their ideas. They offer coaching and individual consulting, network access, and direct funding of up to €300,000 to help startups become ready for financing and attractive to investors.
Lower Saxony is consistently driving forward the expansion of its innovation landscape: Seven pioneering high-tech incubators will receive over €12.5 million in state funding between 2025 and the end of 2028. They offer startups a high-performing ecosystem for developing the technologies of tomorrow. The selected projects cover a broad range of topics and are located throughout Lower Saxony.
The promotion of HTIs is a key component of the state strategy to provide targeted support for start-ups from universities, research institutions and the economy.

To help consultants and those interested in starting a business quickly find the right contact point, two new materials are now available:
- The overview map shows all locations of startup centers and high-tech incubators in Lower Saxony at a glance – from Oldenburg via Osnabrück, Goslar and Göttingen to Hanover, Wolfsburg, Braunschweig and Lüneburg/Buchholz.
- The two-pager is specifically aimed at consultants and those interested in starting a business and contains a tabular overview of all contact points – including topic focus, application phase and direct contact.
